QCTO

The Quality Council for Trades and Occupations (QCTO) is a statutory body in South Africa, established in  2010 under the Skills Development Act (No. 97 of 1998, as amended). It is one of three Quality Councils responsible for overseeing specific sectors of the National Qualifications Framework (NQF). The QCTO’s mandate is focused on occupational qualifications and ensuring the quality of education and training related to trades and professions.

The QCTO ensures that occupational qualifications are developed, quality-assured, and meet the needs of the workplace and economy.

Quality Assurance

The QCTO ensures the quality and standard of training and assessments by:

    • Accrediting Skills Development Providers (SDPs) to offer occupational qualifications.
    • Approving Assessment Centers for conducting final external assessments.
    • Monitoring and auditing training delivery, assessments, and certification processes.

Certification

The QCTO is responsible for issuing nationally recognized certificates to learners who successfully complete occupational qualifications.

The QCTO works in partnership with SETAs (Sector Education and Training Authorities), professional bodies, employers, and other Quality Councils like Umalusi and the Council on Higher Education (CHE).

SSETA

The QCTO’s quality partners, such as SERVICES SETA, play a crucial role in ensuring the quality and relevance of occupational qualifications within their respective sectors. These quality partners are typically Sector Education and Training Authorities (SETAs), industry bodies, or professional organizations mandated to assist the Quality Council for Trades and Occupations (QCTO) in fulfilling its functions.

SERVICES SETA monitors the performance of SDPs, training programs, and assessments to ensure compliance with QCTO standards.

Certification Support

While the QCTO is responsible for issuing certificates, SERVICES SETA facilitates the process by verifying learner achievements and ensuring they meet all the qualification requirements.

PPRA

The PPRA is the regulating body for Property Practitioners in South Africa. It was established in 2022 in terms of the Property Practitioners Act (PPA) and replaced the previous industry regulating body, namely the EAAB which was established in 1976 in terms of the Estate Agency Affairs Act 112 of 1976 (EAAA). The EAAA was repealed by the PPA in 2022.
